confirming commitment to the purposes of the Nuclear Non-Proliferation Treaty of July 1, 1968,

understanding responsibility to the people of the states and the international community for ensuring reliable and safe operation of objects of nuclear power,

confirming strictness of obligation fulfillment according to the Convention on Nuclear Safety of June 17, 1994,

being guided by provisions of the Agreement on assistance in creation and development of the production, commercial, credit and financial, insurance and mixed transnational associations of April 15, 1994,

considering that development of the "Joint Ukrainian-Kazakhstan-Russian Business on Nuclear Fuel Production" private company created and registered in Ukraine which further is referred to as with joint business answers interest of the Parties in providing nuclear power plants of Ukraine with competitive nuclear fuel and is important factor of increase in level of cooperation bonds of industrial complexes of nuclear power of the Republic of Kazakhstan, the Russian Federation and Ukraine,

based on the principles of economic feasibility, equality and mutual advantage,

agreed as follows:

Article 1

1. The parties on a parity basis promote development and activities of joint business for production of competitive nuclear fuel in the form of the heat-generating assemblies for VVER-1000 reactors of nuclear power plants of Ukraine (further hereinafter is referred to as - nuclear fuel).

Development and activities of joint business for nuclear fuel production includes:

a) implementation in 2002-2004 of control and coordination of works:

on preparation of the production capacities necessary for accomplishment of this agreement;

on personnel training;
