1.1. This Provision is developed according to the decision of the 10th meeting of Electrical power Council of the CIS (Kislovodsk, 08.09. 95).
1.2. The purpose of the Provision is creation of mutually agreed conditions for generalization of experience of designing, construction and operation of the electrical power objects, the equipment and systems which are in the territories of the Commonwealth countries, and also forming on this basis of the normative and technical documents acceptable for use in power industry of these states and determining nature of functioning of the backbone power networks combining power supply systems of the states of the CIS.
1.3. The provision is oriented to coordination of efforts on development and carrying out general scientific and technical policy in the field of power industry, and also to reduction of material costs in case of development of the specifications and technical documentation.
1.4. The provision proceeds from possibility of governing bodies of electric power industry in the states of the Commonwealth to perform organizational technical guidance of industry objects on the basis of the general principles which historically developed in these countries and not conflicting to the legislation developing in each state of the Commonwealth.
