In view of the Izmir Agreement which is originally signed in Izmir (Turkey) on March 12, 1977 by Iran, Pakistan and Turkey and added in 1990 and in 1992 as the main Articles of organization of Economic Cooperation (EKO);
Realizing deep historical and cultural ties between the people; Recognizing that the world and stability are necessary premises of economic cooperation;
Again confirming the commitment to the Charter of the UN which purposes and the principles create basis for effective cooperation between all people;
Full of determination to provide social and economic progress of member countries of EKO;
Full of determination to bring the Economic Cooperation Organization into accord with its new, increased role;
Again confirming the determination to continue regional economic cooperation taking into account total requirements of the countries and in the light of the economic and political changes happening on the international scene and influencing member countries of EKO;
Decided to review provisions of the Izmir Agreement as Articles of organization of Economic Cooperation and for this purpose appointed the plenipotentiaries; which, having exchanged powers and having convinced of their competence, agreed about
following articles of the Agreement:

a) The organization means Economic Cooperation Organization which can be also mentioned as "EKO".
b) "Member countries" mean the states, being organization members of Economic Cooperation.
c) "Observers" means the states or the organizations to which the Economic Cooperation Organization provides the status of the observer.
d) "Partners in dialogue" mean the states or the organizations with which EKO has relations of advisory nature in the approved spheres of mutual interest.
e) "The region of EKO" means the territories of member countries.
