About procedure for conducting checks of activities of local government bodies

Chapter 1. General provisions

Article 1. Purposes of this Law

The purposes of this Law are establishment of single procedure for conducting checks of activities of local government bodies by authorized state bodies, protection of the rights and interests of local government bodies from illegal intervention in their activities of state bodies and ensuring compliance with the legislation of the Kyrgyz Republic by local government bodies.

Article 2. Coverage of this Law

1. This Law governs the relations connected with conducting checks of activities of local government bodies by authorized state bodies, determines the rights, obligations and responsibility of the parties in the relations connected with implementation of checks, and also ensuring protection of the rights and interests of local government bodies from illegal intervention in their activities.

2. If the international treaty which came in the procedure established by the law into force which participant is the Kyrgyz Republic establishes other rules, than are provided by this Law, then rules of the international treaty are applied.

3. Are established by this Law:

1) the principles and restrictions when conducting checks of activities of local government bodies from authorized state bodies;

2) single procedure and procedure of the organization of implementation of checks of activities of local government bodies;

3) procedure for approval of checks of bodies of prosecutor's office;

4) the rights, obligations and responsibility of the parties when conducting checks, measures for protection of the rights and legitimate interests of local government bodies.

4. This Law does not regulate procedure and procedures of conducting checks of activities of local government bodies which are carried out:

1) state bodies within criminal, administrative, civil, executive trial;
