The government of the Republic of Kazakhstan and the Government of the Russian Federation which are hereinafter referred to as with the Parties

being guided by aspiration to further strengthening of the friendship existing between both states

considering interest of the Parties in preserving and development of interstate government communication,

agreed as follows:

Article 1

In this agreement the provided terms have the following value:

"the competent organizations" - Committee of homeland security of the Republic of Kazakhstan and the Federal Agency of Government Communications and Information in case of the President of the Russian Federation;

"government communication" - the encoded telephone and document communication;

"interstate government communication" - the system of government communication intended for exchange of information between subscribers of government communication of the Republic of Kazakhstan and the Russian Federation;

"cryptography tools" - the cryptographic equipment (hardware, hardware-software, enciphering software) and devices of special protection, reserve property and belongings to them, regulating and technical documentation, manual codes, the cryptographic documents (the cryptographic keys) and the equipment for their production.

Article 2

The parties provide and enhance permanent interstate government communication.

Each of the Parties has the equal rights in case of the solution of questions of the organization, technical operation and safety of interstate government communication infringing on interests of other Party.

Questions of the organization, technical operation, safety and smooth functioning of interstate government communication are solved the competent organizations.
