1) in Item 1:

a) in paragraph one of the word "and local government bodies" to exclude;

b) add with the new paragraph the second the following content:

c) consider paragraph two the paragraph third;

d) add with the new paragraph the fourth the following content:

"The supreme executive bodies of the government of subjects of the Russian Federation have the right to create the territorial commissions on cases of minors and protection of their rights performing activities in the territories of municipalities of these subjects of the Russian Federation if local government bodies of the specified municipalities are not given authority on creation of the commissions on cases of minors and protection of their rights.";
