being guided by the Treaty of friendship and cooperation between the Republic of Kazakhstan and Ukraine of January 20, 1994, the Agreement between the Government of the Republic of Kazakhstan and the Government of Ukraine on free trade of September 17, 1994, confirming provisions of the Declaration on further development of cooperation between the Republic of Kazakhstan and Ukraine of October 14, 1997,

recognizing that economic cooperation is directed, first of all, to increase in level of living and requirements satisfaction of the population of two states, realizing benefits of the international labor division, specialization and cooperation of production, mutually advantageous trade to goal achievement of their social and economic development,

proceeding from need of further strengthening and development equal and mutually advantageous trade and economic and relations of production, giving to them of long-term and steady nature, effective use of economic capacity of two states and growth in prosperity of their people,

confirming need of mutually advantageous use of potential and intellectual potential of the states and aiming at further deepening of full cooperation,

attaching importance to implementation of economic reforms, creation of conditions for phased transition to free movement of goods, services, the capitals and labor power,

being guided by the universally recognized norms and the principles of international law,

agreed as follows:

Article 1

High contracting parties perform the Program of economic cooperation between the Republic of Kazakhstan and Ukraine for 1999-2009 (further - the Program) which is integral part of this Agreement.
