Article 1

1. Functional interaction of rail transport of Contracting Parties, related - production, content and repair of railway vehicles and technical means, safety of movement and safety of loads, the organization of transportation work and procedure for settlement, and also interaction of rail transport with users of its services and other modes of transport are performed according to the approved standard rates and mutual agreements.

2. Contracting parties shall promote free passing of transit and export-import cargoes across the territories of the Republic of Kazakhstan and the Republic of Latvia.

Article 2

1. Competent authorities within this agreement are:

- in the Republic of Kazakhstan - the Ministry of Transport and Communications of the Republic of Kazakhstan;
