in view of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Latvia on trade and economic cooperation of October 13, 1994 and aiming to develop economic cooperation between two states on the basis of equality and mutual advantage,

wishing to strengthen and develop transport bonds between two states,

agreed as follows:

Article 1

Within this agreement:

1) the term "port" means part of the overland territory of the Republic of Latvia with the established borders, including artificially created territories, and part of internal waters, internal and external raids and overland ways on approaches to port which are equipped for servicing of courts and passengers, implementation cargo, transport and expeditionary transaction and other economic activity;

2) the term "competent authorities" concerning the Republic of Kazakhstan means the Ministry of Transport and Communications or another, the body authorized by it, concerning the Republic of Latvia - the Ministry of the message, or another, the body authorized by it;

3) the term "load" means any load, regardless of its type, origin and amount if that:

a) it is sent to seaport of the Republic of Latvia by legal entity or physical person of the Republic of Kazakhstan for transit to the third countries;

b) arrived from the third countries to seaport of the Republic of Latvia to legal entity or physical person of the Republic of Kazakhstan, irrespective of further route of its following;
