Tashkent declaration of heads of the Turkic-speaking states

of October 21, 1996

The president of the Azerbaijan Republic Heydar Aliyev, the President of the Republic of Kazakhstan Nursultan Nazarbayev, the President of the Kyrgyz Republic Askar Akayev, the President of the Republic of Turkey Süleyman Demirel, the President of Turkmenistan Saparmurat Niyazov and the President of the Republic of Uzbekistan Islam Karimov according to the decision made on August 28, 1995 at meeting at the highest levels in Bishkek held on October 21, 1996 in Tashkent the fourth summit.

Confirming succession of the Ankara statement, the Istanbul and Bishkek declarations;

with satisfaction stating dynamic and forward development of full cooperation between the Turkic-speaking states and the people in different areas; being effective for strengthening of the world, safety and social and economic progress; again emphasizing the commitment to Articles of organization of the United Nations, to the principles of Organization for Security and Cooperation in Europe;

proceeding from the principles of respect of independence, sovereignty, territorial integrity, inviolability of borders, equality, non-interference to internal affairs of each other; aiming at further development of brotherly bonds;

observing the obligations on maintenance of international peace and safety according to the conventional principles and rules of international law;

having considered condition of the relations and prospects of cooperation between the countries, having exchanged opinions on number of the international and regional problems, declare:

1. Heads of states expressed satisfaction with development of the bilateral and multilateral relations between the countries in different areas and noted need of their further expansion and deepening.

2. Heads of states confirm the strong and invariable commitment to the principles of democracy, respect of human rights and market economy again.

3. Having expressed deep satisfaction with cooperation in the field of science, culture and education, heads of states supported further expansion and strengthening of these bonds between the countries and promoting of great cultural and historical heritage of the Turkic people.
