1. These Regulations establish procedure the State corporation on space activities Roskosmos (further - Corporation) the powers and functions assigned to it according to the Federal Law "About the State corporation on space activities Roskosmos, execution by Corporation of orders and instructions of the President of the Russian Federation, orders of the Government of the Russian Federation, and also interaction of Corporation with federal bodies of the government, public authorities of subjects of the Russian Federation and local government bodies of municipalities when implementing of the functions by Corporation.
2. Activities of Corporation for realization of the powers and functions assigned to it are performed according to the program of activities of Corporation which affirms the supervisory board of Corporation.
Decisions of the President of the Russian Federation, the Government of the Russian Federation, the program of activities of Corporation, the solutions of the supervisory board of Corporation establishing obligatory for accomplishment of task by Corporation are the bases for forming of the financial plan of activities of Corporation.
3. The corporation participates in preparation of the federal law draft about the federal budget for the next financial year and planning period according to the procedure and terms which are established for federal executive bodies according to the budget legislation of the Russian Federation.
