"1. The decision on receipt of the state external loan is made by the Government of the Kyrgyz Republic within the powers.

The agreement on loan granting to the Kyrgyz Republic which is not the international treaty affirms the law of the Kyrgyz Republic.".
Article 2. This Law becomes effective after ten days from the date of official publication.
