in view of that the bilateral relations from the field of telecommunications and mail service shall be under construction according to provisions of acts of Universal Postal Union and recommendations of International union of telecommunication, and also other international treaties,

considering that interaction and cooperation in the field of telecommunications and mail service shall develop on the basis of mutual assistance,

wishing to establish the close legal, economic and technological relations for ensuring smooth functioning of means of communication between the Parties,

agreed as follows.

Article 1

Continue and expand cooperation in the field of telecommunications and mail service according to the commonly accepted regulations and the principles of international law, national legal systems of the states of the Parties, provisions of acts of Universal Postal Union and recommendations of International union of telecommunication, to be effective in amounts of the powers and opportunities.

Article 2

About all changes in the organization of telecommunications and mail service, and also it is preliminary to notify each other in three months prior to the offered start date of these changes on procedure for mutual calculations for communication services.

Article 3

Guarantee implementation of free transit through the territory of the states of all types of service of telecommunications, mailings and special communication, transfer of TV schedules and broadcasting on mutually advantageous conditions. Transit is performed according to the preliminary arrangement and the approved bodies of the Parties to route, the schedule and rates.
