for the purpose of creating favorable conditions for development of the message between the Russian Federation and the Republic of Kazakhstan,

being guided by need of enhancement of procedure for the omission through the Kazakhstan-Russian frontier of persons, vehicles, loads, goods and animals, and also for the purpose of identification and suppression of illegal migration, arms trafficking, narcotic and psychotropic substances,

agreed as follows:

Article 1

For crossing of the Kazakhstan-Russian frontier by persons, movements of goods, vehicles and animals of the Party will establish bilateral and multilateral check points through frontier (further - check points).

The bilateral check point - the territory within border railway and automobile stations, sea and river ports, other specially equipped places open for the international message in which are carried out boundary customs and other types of control, and also is performed the omission through frontier of citizens of the Republic of Kazakhstan and the Russian Federation, goods, animal, and also the vehicles registered in the Republic of Kazakhstan and the Russian Federation.

The multilateral check point the territory within border railway and automobile stations, sea and river ports, other specially equipped places open for the international message in which are carried out boundary customs and other types of control, and also is performed the omission through frontier of persons, goods, animals and vehicles of the states of the Parties and other states.

Lists of check points of the Party will approve through diplomatic channels.

Article 2

Crossing of the Russian-Kazakhstan frontier by persons through automobile check points can be performed with use of vehicles or on foot.
