agreed as follows:

Article 1

The parties, being effective in volume of the powers and opportunities, according to requirements of the Laws of the Republic of Kazakhstan and the Azerbaijan Republic, will continue and expand cooperation in the field of mail service, telecommunications, radio, television, satellite systems, distribution of seal.

Article 2

The parties shall build the relations in strict accordance with the provisions of acts of Universal Postal Union and recommendations of International union of telecommunication regulating the relations between the states and their administrations of communication, members of these unions, and also bilateral agreements and agreements.

Article 3

The calculations and payments following from accomplishment of this agreement will be made according to the agreements existing between the countries of the Parties on the maturity day.

Article 4

Will notify on all changes in the organization of mail service and telecommunication, and also procedure for mutual calculations for communication services of the Party previously each other in 3 months prior to the offered start date of these changes.

The parties guarantee freedom of transit through the territories of the countries to all types of post poisonings and special communication, messages on networks of telecommunication, transfer of TV schedules and broadcastings.
