considering importance of development of trade and economic cooperation between two states;

aiming to create favorable conditions for further development of the market relations; recognizing that normal functioning of transport is the most important factor of ensuring development of economy and efficiency of foreign economic activity of Contracting Parties;

wishing to develop all modes of transport on the basis of reciprocity and aiming to provide favorable conditions for movement of loads within the territory of Contracting Parties and barter with the third parties;

agreed as follows:

Article 1

Each of Contracting Parties will provide conditions for free journey of vehicles, except for the goods prohibited by the law, transportations and safety of loads and products of the Parties in the territory, including the following by transit to the third countries and also for transfer of gas through the transport communications located in their administrative territories.

The similar procedure is established for use of waterways and airspace sea and aircrafts of Contracting Parties.

Procedure for control of transit cargoes, and also collections of customs duties and other customs questions are determined by Customs Services of Contracting Parties free standing agreements.

Article 2

Each Contracting Party recognizes in the territory issued according to the procedure established in the territory of the Parties, licenses for implementation of the corresponding transportations and other types of transport and operational activities, the certificates relating to the vehicle and certificates of competency for the right of control of vehicles.
