About modification and amendments in the Law of the Republic of Armenia "About legal acts"

Article 1. Add the Law of the Republic of Armenia "About legal acts" of April 3, 2002, ZR-320 (further - the Law) with Article 27.1 of the following content:
"Article 27.1. Assessment of regulating impact of the legal act
1. Assessment of regulating impact is the analysis of possible changes in result of adoption of the regulatory legal act.
The body drafting the law and also in the cases provided by the annual program of activities of the government of the Republic of Armenia, drafts of decisions of the government of the Republic of Armenia will organize assessment of regulating impact of the project. Assessment of regulating impact of the bill pushed by the deputy of National assembly of the Republic of Armenia and provided on the conclusion of the government of the Republic of Armenia which is applied to the conclusion of the government of the Republic of Armenia, will be organized by authorized body of public administration of the government of the Republic of Armenia.
2. The body developing the project represents the project to the relevant organs of the executive authority established by the government of the Republic of Armenia (further – the appraiser of impact), for the purpose of implementation of assessment of impact of the obligatory regulation connected with the administration arising for physical persons and legal entities in spheres - expenses, nature protection, social, health cares, economic, including small and medium entrepreneurship, the competition, anti-corruption, budget. If the body developing the project is appraiser of impact in any of the mentioned industries, then in this industry assessment of impact of regulation is performed by the body developing the project.
The project, in case of contact with other industries, except the industries provided by this part at the initiative of the body developing the project can be performed assessment of impact of regulation of the draft of the regulatory legal act also concerning other industries.
