"1) concerning judges - at separate meetings of delegates of judges of the Supreme Court of the Russian Federation, from judges of courts of law and from judges of Arbitration Courts on representation of the Chairman of the Supreme Court of the Russian Federation. The judges who received the greatest number of voices of the delegates who took part in vote provided that more than a half of delegates of congress of judges of the relevant courts took part in vote are considered chosen;".
