About simplification of issue of the permission to operate of some construction objects
Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for the purpose of simplification of issue of the permission to operate of some construction objects I decide:
1. Determine that the permission to operate of non-residential buildings (construction objects) constructed on the project approved with local executive body before entry into force of the Town-planning and construction code of the Azerbaijan Republic or the construction project which did not pass the examination on the parcel of land which is in property, use and lease according to the solution of local executive body which number of floors is constituted no more 1, by height - no more than 4 meters, length of flights - no more than 6 meters total area - no more than 500 square meters, and also the number of floors of which constitutes no more than 2 meters, height of each floor - no more than 4 meters, length of flights - no more than 6 meters, total area - no more than 500 square meters which operational purpose is established by the Cabinet of Ministers of the Azerbaijan Republic, is performed in the following procedure:
1.1. Till January 1, 2018 the Ministry of Emergency Situations of the Azerbaijan Republic based on the address of the owner (customer) of object (the architectural and planning Section on construction object constituted by the designer is attached to the address) within 20 days inspects construction object from the point of view of stability, durabilities and serviceability of the bearing designs, compliance to requirements of fire safety, readiness for operation of systems of engineering and communication providing and in case of positive results of survey is issued to the owner (customer) of construction object by the conclusion about readiness for operation.
