The ministry of transport of the Republic of Kazakhstan which is hereinafter referred to as "the Kazakhstan Side", and the Ministry of transport of Ukraine which is hereinafter referred to as "the Ukrainian Side", considering intensive development of bilateral trade and economic relations between both states, wishing to develop on equal and mutually advantageous basis cooperation in the field of motor transportations,
according to Articles 3, 1, 5, 6 and 7 "Agreements between the Government of the Republic of Kazakhstan and the Government of Ukraine on international carriages of passengers and loads road transport" concerning procedure for issue of permissions to the international motor transportations
agreed as follows:
1. The "Permissions for the International Freight (Passenger) Automobile Communication between the Republic of Kazakhstan and Ukraine" form or en route through the territory of the Republic of Kazakhstan which below is referred to as "Permission" affirms the Ministry of transport of the Republic of Kazakhstan. Form "Permission to international carriages of loads road transport: the separate vehicle or several vehicles, en route through Ukraine", "Depression on international carriages of loads road transport: the separate vehicle or several vehicles between Ukraine and the Republic of Kazakhstan" affirm the Ministry of transport of Ukraine.
2. The parties make "Permissions" on agreed form. Forms of "Permissions" are performed: The Kazakhstan Side in the Kazakh, English, German, French and Russian languages; The Ukrainian Side in the Ukrainian, English, German and French languages.
"Permissions" shall have sequence number, constituted for year, and also corresponding the sign and seal of competent authority, "Permissions" issue executive bodies.
From the Kazakhstan Side competent authority is the Ministry of transport of the Republic of Kazakhstan, executive organomrespublikansky production foreign trade organization "Kazinteravtotrans Argymak".
