About introduction of amendments to the Law of Ukraine "About temporary measures for conducting anti-terrorist operation" rather free activities of local government bodies

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About temporary measures for conducting anti-terrorist operation" (Sheets of the Verkhovna Rada of Ukraine, 2014, No. 44, the Art. 2040) the following changes:

1. In Article 4:

1) in part one of the word "about residences" shall be replaced with words "residences";

Part third to state 2) in the following edition:

"Carrying out the registration actions connected with change of list of founders (participants) and heads of the legal entities who are in settlements in the territory of which public authorities temporarily do not perform the powers and in the settlements located on the line of contact for conducting anti-terrorist operation is forbidden";

To add 3) with parts four and heel of the following content:

"The list of settlements in the territory of which public authorities temporarily do not perform the powers and the list of the settlements located on the line of contact affirm the Cabinet of Ministers of Ukraine which provides their timely updating.

During conducting anti-terrorist operation in the settlements located on the line of contact in the territory of which public authorities perform the powers carrying out for legal entities of the public law of the registration actions connected with change of list of founders (participants) and heads and for legal entities of private law of the registration actions connected with change of list of founders (participants) and heads is possible provided that documents are filed in paper form personally by founders (participants) and the head of such legal entity of private law".

2. To state texts of Articles 6 and 7 in the following edition:

"Exempt business entities from payment for use of the parcels of land of the state-owned and utility property in settlements according to the lists provided by part four of article 4 of this Law";
