The government of the Russian Federation and the Government of the Republic of Kazakhstan which are hereinafter referred to as with the Parties

being guided by the Treaty of friendship, cooperation and mutual aid between the Russian Federation and the Republic of Kazakhstan of May 25, 1992;

proceeding from need of further development of historically developed welfare, scientific and cognitive and other bonds between their people in the direction of creation in the future common information space;

considering the organizational and technical, economic, technological capabilities and operational requirements, and also following recommendations of International union of telecommunication;

agreed as follows:

Article 1

The parties develop cooperation on creation of favorable legal, organizational and economic conditions for ensuring broadcasting and distribution of programs of the Russian telebroadcasting organizations in the territory of the Republic of Kazakhstan and the Kazakhstan teleradio programs in the territory of Russia for the purpose of satisfaction of cultural and information needs of citizens, further strengthening of traditional ties between two countries.

In case of broadcast of programs of the Russian telebroadcasting organizations and in case of broadcast of programs of the Kazakhstan telebroadcasting organization the Russian and Kazakh languages are used.

Article 2

The parties take measures to increase pithiness and audiovisual attractiveness of teleradio programs, objectively to cover the urgent problems facing the people of both states.

The parties have the right to limit broadcast of any of teleradio programs if its content or form of expression contradict provisions of the Constitution and the national legal system.
