The government of the Russian Federation and the Government of the Republic of Kazakhstan which are hereinafter referred to as with the Parties

being guided by the Treaty of friendship, cooperation and mutual aid between the Russian Federation and the Republic of Kazakhstan of May 25, 1992,

considering favorable conditions for development of cooperation of border areas, recognizing need of preserving and development of economic, cultural and other ties, based on mutual interest in deepening of economic, humanitarian and other relations between border areas and within the existing intergovernmental agreements,

agreed as follows:

Article 1

The parties will assist development of cooperation between border regions of the Russian Federation (Altai Republic, Altai Krai, Astrakhan, Volgograd, Kurgan, Novosibirsk, Omsk, Orenburg, Saratov, Samara, Tyumen, Chelyabinsk) and the Republic of Kazakhstan (Aktyubinsk, Atyraussky, East Kazakhstan, West Kazakhstan, Kokshetau, Kustanay, Pavlodar, Semipalatinsk, North Kazakhstan), including in implementation of the agreements signed between them on the basis of the legislations acting in both states and the corresponding intergovernmental agreements.

Article 2

The parties within the current legislation will provide interaction in the solution of the specific objectives directed to removal of obstacles for movement of goods, services made at the expense of local resources within the border areas and used for needs of these areas.
