The Republic of Kazakhstan, the Republic Kyrgyzstan, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan which are referred to as below with the State Parties:
considering global nature of drying of the Aral Sea and the phenomena of degradation of the environment connected with it in zone of Priaralya, and also the developed general crisis ecological situation caused by deficit of water resources in this pool, understanding danger of the happening processes to health and wellbeing of the population living here, and also their negative impact on ecological situation in other regions, balance of the air basin, on development of economy and life activity of the states located in the Aral region,
noting need and urgency of consolidation of material and financial resources on overcoming crisis situation and creation of system of ecological safety in the region, and first of all in zone of Priaralya,
confirming the commitment to the principles of the international water law, respecting mutual interests of each of the sovereign State Parties of this Agreement in questions of use and protection of water resources of the pool, proceeding from need of preserving the sea,
agreed as follows:
The State Parties are recognized as general tasks: rational use of limited land and water resources of the basin of the Aral Sea for the purpose of ensuring need of social and economic development and welfare of the people; maintenance of proper quality of water in the rivers, reservoirs and underground sources due to reducing and further non-admission of dumping into them of the crude industrial, household, contaminated and mineralized collector and drainage waters; secured provision of water supply to the Aral Sea in the amounts allowing to support him reduced, but the steady water area at the environmentally acceptable level and preserving thus the sea as natural object;
rebalancing of the broken ecosystems of the region, and first of all in the territory of deltas of Amu Darya, the Syr Darya and adjacent sites of the drained seabed, creation here artificial steady landscape complexes;
