About civil protection

I. General provisions

Article 1. Basic concepts

In this Law the following basic concepts are applied:

service of civil protection - set of the functional divisions created for accomplishment of special events of civil protection, preparation of forces and means, for ensuring actions of forming of civil protection;

protective constructions - set of the engineering constructions which are specially intended for protection of the population and production personnel against modern weapons of destruction;

forces of civil protection - the military units of civil protection, territorial, functional and object forming of general and special purpose created for carrying out rescue and other urgent operations.

Article 2. Tasks of civil protection

Tasks of civil protection are:

training of the population in methods of protection against the dangers arising when conducting military operations or owing to these actions;

preparation of objects for actions and methods of protection against the dangers arising when conducting military operations or owing to these actions;

the organization, development and maintenance in permanent readiness of management systems, notifications and bonds;

carrying out complex of actions for ensuring stability of functioning of objects of the national economy;

evacuation of the population, material and cultural values to safe places;

ensuring readiness of military forming of civil protection;
