recognizing need of the fastest settlement, connected with nationality and legal status of citizens of one state which is constantly living in the territory of other state

proceeding from aspiration of the people of two countries to preserving and strengthening of traditionally close friendly relations and relations of neighborliness,

confirming commitment to the conventional human rights and freedoms,

being guided by the Treaty of friendship, cooperation and mutual aid between the Russian Federation and the Republic of Kazakhstan of May 25, 1992,

express intention to resolve the specified issues by means of:

- the procedures guaranteeing acquisition in the simplified procedure for the corresponding nationality by citizens of any of two states and their close relatives arriving respectively to the Republic of Kazakhstan or the Russian Federation for permanent residence;

- ensuring equality in the rights and obligations of citizens of one state living in the territory of another with citizens of this other state, behind the approved withdrawals;

- provisions to citizens of one state of opportunity to work under the contract at the companies and in the organizations of other state;

- provisions to citizens of one state of opportunity to pass military service under the contract in armed forces of other state;

- the maximum simplification of the procedures connected with movement and accommodation of citizens of one state in the territory of other state; - provisions of a guarantee for visa-free trips of citizens of both states without collection of any duties, registration and other administrative restrictions, except as specified offenses and departure to the third states;

- the maximum simplification of customs procedures when crossing frontier by citizens of both states;
