being effective in the spirit of provisions of the Helsinki Final act of the Organization for Security and Co-operation in Europe, the Madrid and Vienna resulting documents, the document of the Krakow symposium on cultural heritage, and also the Parisian charter for new Europe,

being guided by the Agreement on the Commonwealth of Independent States of December 8, 1991, the Almaty declaration of December 21, 1991,

based on provisions of the Treaty of friendship, cooperation and mutual aid between the Russian Federation and the Republic of Kazakhstan of May 25, 1992,

agreed as follows:

Article 1

The parties, relying on centuries-old cultural and spiritual bonds of the people of Russia and Kazakhstan, sciences, educations, sport, and also through public organizations, including the youth, creative unions, associations and funds will and promote development of cooperation between them in the field of culture, from now on.

Days of the Russian Federation in the Republic of Kazakhstan and days of the Republic of Kazakhstan in the Russian Federation will be spent for this purpose.
