Article 1

Part the fourteenth article 30 of the Federal law "About Banks and Banking Activity" (in edition of the Federal Law of February 3, 1996 No. 17-FZ) (Sheets of the Congress of People's Deputies of RSFSR and the Supreme Council of RSFSR, 1990, No. 27, Art. 357; Russian Federation Code, 1996, No. 6, Art. 492; 2005, No. 1, Art. 45; 2008, No. 15, Art. 1447; 2013, No. 51, Art. 6683; 2014, No. 19, Art. 2317; No. 26, Art. 3379, 3395; 29, the Art. 4385) to state 2015, to No. in the following edition:

"In cases if the data containing in the Single state real estate register are necessary for banking operations and other transactions of credit institution, the credit institution has no right to demand from the client of submission of such data. In the specified cases the credit institution according to the procedure and methods which are established by the Federal Law of July 13, 2015 No. 218-FZ "About state registration of the real estate" within three working days from the date of the address of the citizen, his representative or the representative of the legal entity requests and receives in the terms established by the specified Federal Law in the federal executive body authorized by the Government of the Russian Federation on implementation of the state cadastral registration, state registration of the rights, maintaining the Single state real estate register and provision of the data containing in the Single state real estate register, its territorial authorities or the state budgetary institution subordinated to it given appropriate authority according to the decision of such body, the data containing in the Single state real estate register including the information about the client allowing to identify unambiguously it as person, the rights to whose specific real estate object are registered in the Single state real estate register, only electronically.".

Article 2

Item 2.2 of article 6 of the Law of the Russian Federation of November 27, 1992 No. 4015-1 "About the organization of insurance case in the Russian Federation" (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1993, No. 2, Art. 56; Russian Federation Code, 1998, No. 1, Art. 4; 1999, No. 47, Art. 5622; 2003, No. 50, Art. 4858; 2005, No. 10, Art. 760; 2010, No. 17, Art. 1988; 2011, No. 49, Art. 7040; 2012, No. 53, Art. 7592; 2013, No. 30, Art. 4067; 2015, No. 10, Art. 1409; 29, 4385) to state No. to the Art. in the following edition:

If the data containing in the Single state real estate register are necessary for implementation of insurance, the insurance company has no right to demand from insurers, insured persons, beneficiaries, and also persons having intention to sign the insurance contract, submissions of such data. In the specified case the insurance company according to the procedure and methods which are established by the Federal Law of July 13, 2015 No. 218-FZ "About state registration of the real estate" within three working days from the date of the address of the citizen, his representative or the representative of the legal entity requests and receives in the terms established by the specified Federal Law in the federal executive body authorized by the Government of the Russian Federation on implementation of the state cadastral registration, state registration of the rights, maintaining the Single state real estate register and provision of the data containing in the Single state real estate register, its territorial authorities or the state budgetary institution subordinated to it given appropriate authority according to the decision of such body, the data containing in the Single state real estate register, only electronically.".

Article 3

Bring in Bases of the legislation of the Russian Federation on notariate of February 11, 1993 No. 4462-1 (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1993, No. 10, Art. 357; Russian Federation Code, 2006, No. 27, Art. 2881; 2007, No. 1, Art. 21; 2011, No. 50, Art. 7347; 2013, No. 51, Art. 6699; 2015, No. 1, Art. 10; No. 13, Art. 1811; No. 29, Art. 4385; 2016, No. 1, Art. 11) following changes:

1) in paragraph five of part one of Article 15 of the word "the body performing state registration of the rights to real estate and transactions with it" shall be replaced with words "the federal executive body authorized by the Government of the Russian Federation on implementation of the state cadastral registration, state registration of the rights, maintaining the Single state real estate register and provision of the data containing in the Single state real estate register, its territorial authorities or the state budgetary institution subordinated to it given appropriate authority according to the decision of such body (further - body of registration of the rights),", words of "the certificate on state registration of the rights" shall be replaced with words "the statements from the Single state real estate register certifying state registration of origin or transition of the rights to real estate";

2) in Article 19.2 part four the word "certificates" shall be replaced with words "the statements from the Single state real estate register certifying state registration of origin or transition of the rights to real estate";

Article 47.1 to state 3) in the following edition:

"Article 47.1. Making of the notarial actions requiring use of the data containing in the Single state real estate register

In cases if the data containing in the Single state real estate register are necessary for making of notarial action, notaries have no right to require submission of such data from addressed for making of this notarial action of the citizen, his representative or representative of the legal entity.

For making of this notarial action the notary according to the procedure and methods which are established by the Federal Law of July 13, 2015 No. 218-FZ "About state registration of the real estate" within three working days from the date of the address of the citizen, his representative or the representative of the legal entity requests and receives in the terms in body of registration of the rights of the data containing in the Single state real estate register established by the specified Federal Law.";

4) in Article 86.1:

a) state the name in the following edition:

b) in part one of the word "the body performing state registration of the rights to real estate and transactions with it" shall be replaced with words "body of registration of the rights";
