1) in Article 8:

a) to state subitem 2.1 of Item 1 in the following edition:

"2. 1) pilotless aviation systems and (or) their elements, except for the pilotless aviation systems and (or) their elements including pilotless civil aircrafts on which the certificate of the flight validity is issued based on the certificate of type or the appraisal report of the specific aircraft on its compliance to requirements to the flight validity of civil aircrafts and to requirements in the field of environmental protection from impact of activities in the field of aircraft, and also pilotless aviation systems and (or) their elements including pilotless civil aircrafts with the maximum take-off weight of 30 kilograms and less;";

b) in Item 3 of the word "the specified authorized bodies" shall be replaced with words "the federal executive body performing functions on development of state policy and normative legal regulation in the field of civil aviation";

To add 2) with Article 8.1 of the following content:

"Article 8.1. Obligatory certification of aviation personnel of experimental aircraft

1. Specialists of aviation personnel of experimental aircraft are subject to obligatory certification.
