For the purpose of establishment of single evaluation procedure, collection and exchange of information in the conditions of emergency situations the Government of the Republic of Moldova DECIDES:

1. Approve:

The regulations on procedure for collection and exchange of information in the field of protection of the population and the territory in the conditions of emergency situations (are applied).

2. To provide to department of emergency situations collection, generalization and representation to the Government of information on threat of origin or emergence of emergency situations, and also about the taken measures for the prevention, reduction or mitigation of consequences of emergency situations.

3. In case of threat of origin or emergence of emergency situations to heads of mass media to provide free of charge to the commissions on emergency situations and divisions of Department of emergency situations of means of TV and radio broadcasting for timely and operational transfer to destination information on emergency situations.

4. To bodies of local public authority, officials of economic agents, irrespective of form of their property to take necessary measures for accomplishment of provisions of this Resolution.

The regulations on procedure for collection and exchange of information in the field of protection of the population and the territory in the conditions of emergency situations (further - the Provision) determine the concepts relating to emergency situations, their classification, and also procedure for collection and exchange of information in the field of the prevention and mitigation of consequences of emergency situations.

Provision I.Общие

1. In this Provision the following concepts are applied:

emergency situation - the termination of normal conditions of life activity of the population on object or certain territory as a result of accident, catastrophic crashes, natural disaster of natural or social and biological nature which conduct or can lead to human and material losses;

zone of emergency situation - the territory in which as a result of emergence of emergency situation or distribution of its effects state of emergency was declared;

source of emergency situation - the accidental phenomenon of natural, social and biological or anthropogenous origin owing to which there arises or can be emergency situation;

natural disaster - the destructive natural or anthropogenous and natural phenomenon in case of which emergence health hazard and lives of people, to objects of national economy and the environment is inevitable.

II. Classification of emergency situations

2. Classification represents single criterion for evaluation of emergency situations.

3. Emergency situations are classified:

a) depending on provocative factors (see the appendix N 2 to this Provision):

emergency situation of technogenic nature - the situation which resulted from production accidents, road incidents, the fires, accidents with emission (with emission threat) toxic, radioactive materials, break of dams, building collapse, etc. in certain territory when normal conditions of life activity of the population are violated and material damage is caused;

emergency situation of natural nature - the situation caused by natural disasters (earthquakes, floods, landslides, snow drifts, storms, hurricanes, hail, etc.);

emergency situation social and biological harakterasituation in which as a result of emergence of source of infection in certain territory normal conditions of life activity of people are violated is under the threat existence of animals and plants, there is danger of mass spread of infectious diseases, life and human health are endangered;

b) depending on number of injured emergency situations, the caused material damage, distribution of the struck zones scales of effects are subdivided into the following categories:

object;

local;

territorial (at the level of the county, the area);

the national;

cross-border.

object emergency situations - situations as a result of which about 10 people suffered or life activity conditions at least than 100 people were violated, and the caused material damage constituted no more than 18 thousand lei on the date of emergence of emergency situation which zone is limited to the territory of industrial facility or object of social value.
