1. This Law governs the public relations between carriers, state bodies, passengers, consignors (senders), consignees (receivers), physical persons and legal entities when implementing transportation of passengers, baggage, loads, cargo baggage and mailings by rail.
2. Rail transport is component of single transport system of the Kyrgyz Republic. Rail transport consists of rail transport public, rail transport of uncommon use, and also technological rail transport.

The purposes of this Law are ensuring functioning of rail transport in interaction with other modes of transport, timely ensuring needs of the state, legal entities and physical persons in transportations by railway transport, creation of conditions for development of economy and ensuring unity of economic space in the territory of the Kyrgyz Republic.
2. Tasks of this Law are:
1) ensuring balance of interests of the state and users of services of rail transport;
2) protection of legitimate rights and interests of physical persons and legal entities, and also national interests of the Kyrgyz Republic;
3) providing priority of public concerns, protection of the domestic market of railway services;
4) creation of conditions for safe accomplishment of rail haulings.
3. Functioning of rail transport is performed proceeding from the following principles:
1) preserving integrity and ensuring smooth functioning of infrastructure and centralized dispatching management of transportation process within infrastructure;
2) development of the high-level railway system and railway vehicles of rail transport;
3) stability of work and dynamic development of rail transport;
4) development of transportations;
5) availability and quality of the rendered services;
6) safety of rail transport;
