About approval of the Regulations on procedure for consideration of pleas for mercy and implementation of pardon of convicts

The president of the Republic of Moldova DECIDES:

Art. 1. - Approve Regulations on procedure for consideration of pleas for mercy and implementation of pardon of convicts according to appendix which is component of this decree.

Regulations on procedure for consideration of pleas for mercy and implementation of pardon of convicts

1. According to Item е) article 88 of the Constitution of the Republic of Moldova and article 108 of the Criminal code the President of the Republic of Moldova performs pardon of convicts in individual procedure.

2. Pardon is performed according to petitions of convicts, their close relatives, deputies of Parliament, bodies of local public authority, public associations, the lawyers who were involved in hearing of cases in case of purpose of life imprisonment and cases of minors and also according to petitions of administration of the companies, organizations and organizations where convicts worked earlier.

3. If the convict refuses submission of the plea for mercy, petitions of other persons are not considered.

4. Pleas for mercy of convicts are considered only after the introduction of sentence concerning these persons in legal force and persons perform punishment according to this sentence.
