About modification of some legal acts of Ukraine concerning the documents confirming citizenship of Ukraine, proving the identity or her special status, directed to liberalization of visa regime by the European Union for Ukraine

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following legal acts of Ukraine:

1. In the Law of Ukraine "About procedure for departure from Ukraine and entry into Ukraine of citizens of Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1994, No. 18, Art. 101 with subsequent changes):

Articles 2 and 4 to state 1) in the following edition:

"Article 2. The documents granting the right to the citizen of Ukraine on departure from Ukraine and entry into Ukraine

The documents granting the right to the citizen of Ukraine on departure from Ukraine and entry into Ukraine are:

the passport of the citizen of Ukraine for trip abroad;

diplomatic passport of Ukraine;

service passport of Ukraine;

identity certificate of the seaman;

certificate of the crew member;

the identity certificate on return to Ukraine (grants the right to entry into Ukraine).

In the cases provided by international treaties of Ukraine instead of the documents specified in part one of this Article for departure from Ukraine and entry into Ukraine other documents can be used";

"Article 4. Procedure for document creation for permanent residence of citizens of Ukraine abroad

Document creation for departure of citizens of Ukraine abroad on the permanent residence is performed by the central executive body realizing state policy in spheres of migration (immigration and emigration), including counteractions of illegal (illegal) migration, nationality, registration of physical persons, refugees and other categories of migrants determined by the legislation.

Document creation for leaving on permanent residence abroad of citizens of Ukraine who went abroad temporarily is performed by foreign diplomatic organizations of Ukraine.

Production according to statements for document creation for departure of citizens of Ukraine abroad on the permanent residence is performed according to the procedure, approved by the central executive body providing forming of state policy in spheres of migration (immigrations and emigrations), including counteractions of illegal (illegal) migration, nationality, registration of physical persons, refugees and other categories of migrants determined by the legislation.

Production according to statements for document creation for leaving on permanent residence abroad of citizens of Ukraine who went abroad temporarily is performed according to the procedure, approved by the central executive body which provides forming and realization of state policy in the field of external relations";

Article 5 to exclude 2);

3) in Article 6:

"Article 6. Bases for temporary restriction of the right of citizens of Ukraine to departure from Ukraine

The right of the citizen of Ukraine to departure from Ukraine can be temporarily limited in cases when";

2. In the Law of Ukraine "About state registration of acts of civil status" (Sheets of the Verkhovna Rada of Ukraine, 2010, No. 38, Art. 509; 2013, No. 51, Art. 716):

1) in Article 14:

"1. Authorized subjects according to this Law are:

1) the manager Reestra - the central executive body realizing state policy in spheres of migration (immigration and emigration), including counteractions of illegal (illegal) migration, nationality, registration of physical persons, refugees and other categories of migrants determined by the legislation;

2) the Ministry of Foreign Affairs of Ukraine, foreign diplomatic organizations of Ukraine (further - ZDU);

3) executive bodies, other state bodies, local government bodies, authorities of the Autonomous Republic of Crimea;

4) the centers of provision of administrative services, the state company belonging to the sphere of management of the manager Reestr;

5) the state company belonging to the sphere of management of the central executive body which provides forming and realizes state policy in spheres of sea and river transport which part the captain of seaport, or the central executive body providing realization of state policy in the field of safety on sea and river transport which part the captain of seaport is is;

6) authorized body concerning civil aviation;

7) organizations which belong to the sphere of management of the manager Reestr;
