Showing respect for the commonly accepted human rights and freedoms, proceeding from the principles of humanity and mercy, and in connection with the 25 anniversary of independence of the Kyrgyz Republic and 100-year-old national liberation revolt of 1916:

Article 1

Exempt from criminal liability and custodial sanction, and also from the punishments which are not connected with imprisonment:
