About approval of the Regulations on sending out on business of employees of the companies, organizations and the organizations of the Republic of Moldova
For the purpose of regulation of procedure for sending out on business within the territory of the Republic of Moldova and abroad employees of the companies, organizations and the organizations of the Republic of Moldova and compensation for expenses in connection with increase in food prices and rates for the services rendered by hotels, and also introduction of currency euro in the countries of the European Union the Government of the Republic of Moldova DECIDES:
1. Approve Regulations on sending out on business of employees of the companies, organizations and the organizations of the Republic of Moldova it (is applied).
2. Determine that change of the expenses refunded to the sent employees of organizations of the budget sphere shall be performed within the means approved for official journeys.
3. To the ministries, the central administrative authorities, other bodies of the central and local public management and also to provide to financial monitoring bodies proper control of the correct expenditure of funds for official journeys.
4. Declare invalid:

The regulations on sending out on business of employees of the companies, organizations and the organizations (further - provision) determine procedure for sending out on business of employees of the companies, organizations and organizations irrespective of type of property and form of business.
1. In this provision the following concepts are used:
official journey - sending out on business of the worker according to the order (the order, the resolution) of the employer for certain term for execution of service duties out of permanent place of employment;
the office order - the order of the head about accomplishment of certain works (services) directly related to functions (types of activity) of the relevant company, organization, organization;
daily allowance - daily compensation in the corresponding currency for compensation of additional expenses of the worker during the business trip on food, different services, including payment of driving through the settlement territory where he was sent, and other expenses;
limit rate of expenses on hiring of housing (for every day) the day amount in the corresponding currency within which the sent worker shall defray expenses on hiring of housing, including on payment of obligatory hotel services, and expenses on seat booking in hotel.
2. The provision regulates expenses of the companies, organizations and organizations of the Republic of Moldova (further - the company) on official journeys of the workers who are on their staffs or persons performing works and services according to the signed agreement (agreement) in the territory of the republic and abroad.
3. Office trips of workers within the territory of the Republic of Moldova which permanent job proceeds in transit or has traveling or mobile character, and also performing prospecting and land works in the territories, are not considered as business trip.
4. This provision extends to the workers sent for accomplishment of temporary office orders including:
the conclusion and agreement performance, the solution of other questions connected with production and sales of products and services;
implementation of functions of control on the questions entering their competence;
official visits, negotiations, consultations, preparation and conclusion of conventions, agreements;
experience exchange, specialization, training, training;
participation in sales and exhibitions, market research, economic and sci-tech cooperation;
participation in sessions, symposiums, conferences, meetings, congresses, scientific, art and cultural and sporting events;
receipt of the given ranks, awards, awards, etc.;
other similar orders.
5. The requirements of this provision relating to regulations of daily allowance and limit rates on hiring of housing are applied also to personnel of representations of the Republic of Moldova abroad during stay them on official journey in adoptive state or in other foreign country.

The direction of the worker in business trip within the Republic of Moldova can be made at the discretion of the director and without publication of the order only based on the certificate.
7. In the business trip order are specified: the name of the company which the worker represents its surname, name, post, destinations and the name of the company on which he is sent, the purpose of the order and term of business trip.
In the business trip order marks about disposal in business trip, arrival in destinations, disposal from them and arrival in the place of permanent job which are certified by seals of the relevant companies are put down. In case of departure to several settlements of mark about arrival and disposal become separately in each of them.
In case of sending out on business to foreign countries, except for Romania and the CIS countries, the seal of the company on which the worker is sent is not obligatory. In such cases date of crossing of border is determined by marks of check border check-points.
8. The business trip order can not be issued if the worker returns from business trip to the place of permanent job on the same day in which he left for business trip. The direction of the worker in business trip in these cases is made on the basis of the issued order.
