Approve the enclosed changes which are made to appendix to the order of the Government of the Russian Federation of July 17, 2015 No. 719 "About criteria of reference of industrial output to the industrial output which does not have the analogs made in the Russian Federation" (The Russian Federation Code, 2015, No. 30, the Art. 4597).

availability at the producer of the integrated circuit - the legal entity who is the tax resident of member countries of the Eurasian Economic Union, the rights to design documentation including documentation on the used difficult function blocks which are not subject of own development if those are available, in the amount sufficient for production of the corresponding integrated circuit within 5 years. Use during the designing and development of integrated circuits of ready circuitry solutions of foreign production is not allowed. Implementation in the territory of the Russian Federation the legal entities meeting the specified requirements, the following transactions: development of structure, logical and (or) electric schematic diagram of integrated circuits, topology of integrated circuits; development (including creation of program code) the software for integrated circuits; production of plates on complete cycle (except for photo masks) with crystals and their measurement; assembly of crystals in the case; measurement and testing of integrated circuits |

availability at the producer of the integrated circuit - the legal entity who is the tax resident of member countries of the Eurasian Economic Union: the rights to topology of the integrated circuits registered in the territory of the Russian Federation in accordance with the established procedure in federal executive body on intellectual property; the rights to design and technological documentation (except for technological documentation in cases if the manufacturer is out of the territory of the Russian Federation), including documentation on the used slozhnofunktsionalny blocks which are not subject of own development in the amount sufficient for production of the corresponding integrated circuit within at least 5 years. Implementation in the territory of the Russian Federation the legal entities meeting the specified requirements, the following transactions: designing and development of integrated circuits; testing of integrated circuits". |

"<5> These criteria do not extend to integrated circuits, held for use in strategically significant systems of military, dual and special purpose.".
