About introduction of amendments to some acts of the Government of the Russian Federation concerning provision of utilities

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning provision of utilities.

2. Determine that public authorities of subjects of the Russian Federation have the right to accept concerning all or certain municipalities located in the territory of the subject of the Russian Federation, the decision on change of method of implementation by consumers of payment of utility on heating (during the heating period or regularly within calendar year). The specified decision is made not more often than once a year till October 1 and is subject to publication on the official site of public authority of the subject of the Russian Federation on the Internet within 5 working days from the date of its acceptance.

3. Determine that before entry into force of the subject of the Russian Federation accepted in accordance with the established procedure by public authorities of the decision on change of payment method of utility the amount of payment for utility on heating is determined by heating according to the procedure, the established Rules of provision of utilities to owners and users of rooms in apartment houses and apartment houses approved by the order of the Government of the Russian Federation of May 6, 2011 354 "About provision of utilities to owners and users of rooms in apartment houses and apartment houses" taking into account the utility payment method on heating (during the heating period or regularly within calendar year) used when implementing settlings with consumers as of the date of entry into force of this resolution.
