"3. For the purpose of implementation of actions on subsidizing within guaranteeing loans of subjects of agro-industrial complex between working body and the operator the agreement on rendering operator services is signed. To the conclusion of the agreement on rendering services, the functions of the operator provided by these rules are performed by working body. The operator within 3 working days after entry into force of the agreement on rendering operator services places announcements in the mass media extended in the territory of the area/city and Internet resource of regional/city akimat about the beginning of the program for subsidizing of part of the commission on guarantee when guaranteeing loans of subjects of the AIC.";
state Item 5 in the following edition:
"5. The creditor according to internal procedures considers the application of the borrower, analyzes the documents submitted by it and financial condition of the borrower then he passes the decision on opportunity or impossibility of loan granting.
Guaranteeing the credits with remuneration rate no more than 19 (nineteen) annual interest rates in tenge is subject to subsidizing.
