About debt restructuring on rent, payment for housing and communal services, the consumed gas and the electric power

Article 1. The debt on rent (payment for content of housing) and payment for utilities (water - warm, gas supply, water disposal services, the electric power, export of household garbage and liquid sewage) (further - housing and communal services) tenants of premises and owners of apartment houses or apartments (further - citizens) which developed on the date of entry into force of this Law before predostavitel of housing and communal services is restructured for a period of up to 60 months depending on amount of debt and the level of the income of citizens for date of restructuring.

For debt restructuring citizens sign with the companies - predostavitel of housing and communal services agreements on monthly uniform repayment to the restructured debt and timely payment of the current payments for housing and communal services (further - the agreement on debt restructuring).

Determine that for repayment period of the restructured debt the total amount of payments which are made by citizens in payment of the current payments and payments on repayment of the restructured debt shall not exceed 25 percent of the income determined when charging subsidies for the working citizens and 20 percent - for pensioners and other persons receiving any kinds of the public assistance.

Under condition if the income of the citizens who signed agreements about debt restructuring is not enough for complete repayment of this debt, the duration of the agreement is extended before its complete repayment.

Article 2. Determine that the operating procedure for charge of subsidies for payment of housing and communal services for payment of the current payments extends to the citizens who signed the agreement according to article 1 of this Law.

Article 3. Determine that the penalty fee for untimely introduction of payment for housing and communal services in the amount of, determined in the agreement on debt restructuring, is charged for each day of delay, but no more than 100 percent of total amount of debt, on condition of absence of debt on salary payment, pension, grant, etc.
