About modification and amendments in the Law on technical regulation No. 420-XVI of December 22, 2006

The Parliament adopts this organic law.

Art. I. – In the Law on technical regulation No. 420-XVI of December 22, 2006 (Official monitor of the Republic of Moldova, 2007, Art. No. 36-38, 141), with subsequent changes, to make the following changes and additions:

1. State Article 1 in the following edition:

"Article 1. Scope

(1) This law establishes general requirements to content and procedure for development, approval and application of technical regulations in the field of sales of products, and also obligation of the regulating bodies for ensuring transparency of process of regulation and free movement of products for the purpose of protection of public concerns in the domestic market.

(2) Technical regulation is prerogative of the state and is performed by the regulating bodies.

(3) This law does not extend on:

a) products which are subject of the Law on foodstuff No. 78-XV of March 18, 2004;

b) the means of phytosanitary appointment and means increasing fertility of the soil;

c) plants, stern for animal and live animals;

d) the waste products of the person and products of plant and animal origin which are directly connected with their future reproduction;

e) narcotic, psychotropic substances and precursors;

f) medicines for people and animals;

g) aircrafts and equipment for aircrafts;

h) products provided in the market as antiques or in the museum purposes;

i) products from category of military equipment, arms and the special equipment connected with defense and national security;

j) services;

k) health and phytosanitary regulations, veterinary sanitary standards and requirements which legal basis is established by special laws.".

2. Add the law with Article 1-1 of the following content:
