These rules determine procedure for preparation and submission of offers for inclusion of the organizations of defense industry complex in the list of the priority technological directions, the organizations of defense industry complex performing scientific (research) activities and responsible for their realization (further - the list of the priority technological directions and the organizations of defense industry complex).

The organizations of defense industry complex responsible for realization of the priority technological directions perform scientific (research) activities, have acknowledged achievements in the field of development and deployment of industrial technologies for innovative development of defense industry complex and creation of arms, military equipment and the special equipment, and also the experience of work in this sphere at least 3 years confirmed with public contracts on accomplishment of research and development works in the specified directions.
