For the purpose of the solution of task of enhancement of public and state and political structure of our independent, constantly neutral Homeland pushed by the President of Turkmenistan in new era of development of our country, ensuring creation of the reliable constitutional legal basis of the reforms connected with complete transition to market economy, assistance to acceleration of rates and to expansion of scales of the social, economic transformations performed in our country, further democratization of the state and public life of Turkmenistan, enhancement of activities of public authorities, Majlis of Turkmenistan, considering the generalized offers which arrived from public authorities, public associations, citizens about approval of the Constitution of Turkmenistan in the new edition, having made to it the changes and additions discussed by the Constitutional commission on enhancement of the Constitution of Turkmenistan which are submitted for consideration of meeting of the Council of Elders of Turkmenistan, according to article 63 of the Constitution of Turkmenistan:
