About introduction of amendments to some laws of Ukraine concerning creating favorable conditions for implementation of charitable telecommunication messages

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About collection on compulsory national pension insurance" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 37, Art. 237 with subsequent changes):

Item 10 of Article 1 after paragraph one to add 1) with the new paragraph of the following content:

"Collection on compulsory national pension insurance is not paid by subscribers when sending the charitable telecommunication message".

With respect thereto paragraphs two - to consider the fourth respectively paragraphs third the fifth;

2) in Item 9 of Article 2:

third to add the paragraph with the words "except cases of rendering services in sending the charitable telecommunication message";

add with paragraphs the tenth and eleventh the following content:

"Cost of services in sending the charitable telecommunication message.

In case of receipt of the charitable telecommunication message of the amount of collection on compulsory national pension insurance, proceeding from the amount of funds which the operator of cellular mobile communication transfers the non-profitable organization, including charitable organization (except political parties and credit unions) or to territorial community, are enlisted by the operator of cellular mobile communication on account of reduction of the current payments on this collection during the current accounting period".

2. Item 1.24 of article 1 of the Law of Ukraine "About payment systems and money transfer in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 2001, No. 29, Art. 137; 2005, 1, the Art. 23) to add No. with the paragraph the fourth the following content:
