About introduction of amendments to the Law of Ukraine "About television and broadcasting" concerning refining of distribution terms of programs of the teleradio organizations as a part of universal program service

The Verkhovna Rada of Ukraine decides:

I. Introduce in the Law of Ukraine "About television and broadcasting" (Sheets of the Verkhovna Rada of Ukraine, 2006, No. 18, Art. 155 with subsequent changes) the following changes:

1. In Article 1 to state the term "universal program service" in the following edition:

"Universal program service - the list of teleradio programs which receipt of program service by all subscribers of provider is obligatory and which part such teleradio programs are:

1) "National Public Broadcasting Company of Ukraine" public joint stock company;

2) the teleradio organizations of local and regional categories of the speech which broadcast within no more than one area (or it is exclusive within the Autonomous Republic of Crimea, the cities of Kiev and Sevastopol), which according to licenses for broadcasting perform on-air television broadcasting or digital broadcasting with use of radio-frequency resource in the territory of arrangement of the corresponding multichannel television network, used by provider of program service provided that such teleradio organizations do not perform relaying of programs of other speakers and have no other licenses which allow to perform on-air or multichannel broadcasting in other areas (regions) of Ukraine;

3) state company "Parliamentary TV Channel "Rada" or Its Legal Successor on condition of Availability at It of the License for Broadcasting".

2. The ninth Article 39 to state part in the following edition:

"9. The provider shall provide to all subscribers possibility of receipt of programs of universal program service.

For distribution of programs of universal program service the provider shall not sign agreements with the relevant teleradio organizations.
