About creation of the legal entity of the public law "ABAD" in subordination of the State agency on rendering services to citizens and social innovations in case of the President of the Azerbaijan Republic

For the purpose of ensuring active participation of citizens in social and economic development of the Azerbaijan Republic, support of activities of the farms based on family work, stimulations of development of small and medium entrepreneurship, creation of additional opportunities in the field of population employment increase, being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, I decide:

1. For the purpose of support to active participation of citizens in social and economic development of the Azerbaijan Republic, to development of small and medium entrepreneurship, increase in the employment level of the population and forming of competitive family farms to create the ABAD centers (The simplified support of family business) realizing projects of social orientation.

2. Perform the following by means of the ABAD centers:

2.1. creation of fund for the purpose of projects implementation of support of family farms, small and medium entrepreneurs, financings of project data;

2.2. creation of conditions for determination of family farms, small and medium entrepreneurs for the ABAD projects, uses of modern processing production equipment for the purpose of production of economic products;

2.3. rendering to family farms, small and medium entrepreneurs of services in preparation of business plans, to marketing, branding and design, legal assistance and financial and accounting services;

2.4. the organization of certification of the made products in the simplified procedure on the basis of the principle "one window";

2.5. the organization of transportation and sale of the made products;

2.6. holding trainings on use of production equipment, ensuring technical support of this equipment, informing on the international practice, the most advanced technological innovations used in the field of agricultural industry;

2.7. control and estimates within the project;
