1. Exempt from criminal liability persons who under the influence of different extremist currents went abroad, joined terrorist groups, but did not soil themselves blood, regretted deeds and pled guilty.
2. Determine that this Decree is the legal basis for occurrence of these persons on the territory of the Republic of Uzbekistan.
3. According to requirements of this Decree, for the purpose of prevention of the danger connected with terrorism, gangsterism to ensuring peaceful life of our people to Prosecutor's office of the Republic of Uzbekistan, the Ministry of Internal Affairs, Service of state security, the Ministry of Defence, border troops of Service of state security, the State Customs Committee of the Republic of Uzbekistan to stir up the activities to Law enforcement agencies, local khokimiyats, activists Makhallya to pay close attention to carrying out explanatory work among the population on increase in vigilance.
4. To impose control of execution of this Decree on the secretary of National Security council of the Republic of Uzbekistan M. Rakhmankulov and the counselor of state President U. Kamilov.
