Article 1. Article 28 of the Law of the Republic of Armenia "About local self-government" (on May 7, 2002, to state ZR-337) in the following edition:
"Article 28. Forming of the office of the head of municipality and budgetary institutions
The head of municipality performs the powers by means of the device, local budgetary institutions, commercial and non-profit organizations.
The head of municipality not later than within one month from the date of assumption of office develops and submits for approval of local government board of structure of the device, and also local budgetary institutions, the staff list and official pay rates.
The head of municipality independently and under the responsibility makes appointments to discretionary positions. Persons holding discretionary positions put the powers after election of the new head of municipality. The head of municipality within one month after approval of structure, the staff list and official pay rates of the device and budgetary institutions makes appointments to discretionary positions.
The procedure for appointment and release from position of local government officers is established by the Law of the Republic "About municipal service".
The head of municipality on the representation and with the consent of local government board appoints heads of local budgetary institutions. Heads of budgetary institutions submit charters of data of organizations for approval of the head of municipality.".
Article 2. "State" to add part 2 of article 67 of the Law after the word with words "if other is not provided by the law.".
Article 3. To add part 2 of article 71 of the Law after the word "compensations" with words "if other is not provided by the law".
Article 4. The law becomes effective from the tenth day following official publication.
