About introduction of amendments to the Federal law "About the Federal Budget for 2016"
Accepted by the State Duma on November 9, 2016
Approved by the Federation Council on November 16, 2016
Bring in the Federal Law of December 14, 2015 No. 359-FZ "About the federal budget for 2016" (The Russian Federation Code, 2015, No. 51, the Art. 7230) the following changes:
1) in Article 1:
a) in paragraph one of the word "in the amount of the 78th 673, one billion rubles" shall be replaced with words "in the amount of the 82nd 815, one billion rubles", the words "not exceeding percent 6,4" shall be replaced with words "not exceeding percent 5,8";
b) in Item 1 of the word "in the amount 13 738 468 671, thousand rubles" shall be replaced with words "in the amount 13 368 595 322, 6 thousand rubles";
c) in Item 2 of the word "in the amount 16 098 658 671, thousand rubles" shall be replaced with words "in the amount 16 402 972 687, 7 thousand rubles";
d) in Item 3 of the word "in the amount 5 507 110 000, thousand rubles" shall be replaced with words "in the amount 5 797 050 000, 0 thousand rubles";
e) in item 4 of the word "in the amount 8 817 760 927, thousand rubles" shall be replaced with words "in the amount 9 867 760 927, 5 thousand rubles";
e) in Item 5 of the word "or 50, 1 billion euros" shall be replaced with words "or 49, 7 billion euros";
g) in Item 6 of the word "in the amount 2 360 190 000, thousand rubles" shall be replaced with words "in the amount 3 034 377 365, 1 thousand rubles";
2) in Article 5:
a) paragraph two of part 1 after words of "the budget of means" to add with the words "in currency of the Russian Federation";
b) in part 4:
after the words "remaining balance of means" to add with the words "in currency of the Russian Federation";
add with the paragraph of the following content:
"Provisions of paragraph one of this part do not extend to the funds transferred by the legal entities specified in this part till April 1, 2016 from the accounts opened for them in credit institutions on the purposes which are earlier established by conditions of provision of means according to the decisions provided by part 5 of this Article.";
c) in part 6 of the word", accepted" to exclude till February 1, 2016;
3) regarding 1 Article 6 of the word "in the amount 701 983 795, 4 thousand rubles" shall be replaced with words "in the amount 705 727 429, 3 thousand rubles";
Article 8 to add 4) with part 7 of the following content:
"7. Establish since January 1, 2016 the amount of indexation of compensation and since February 1, 2016 the amount of indexation of monthly allowance to children, provided by subitems "b" and "v" of Item 6 of the Presidential decree of the Russian Federation of January 26, 2012 No. 110 "About additional guarantees and compensations to the employees, federal government civil servants and employees of investigating bodies of the Investigative Committee of the Russian Federation performing office activities in the territory of North Caucasus region of the Russian Federation and members of their families", 1,07.";
5) Article 9 to add with part 3 following of content:
"3. Determine that fees in the authorized capital of United Aircraft Corporation public joint stock company (Moscow) and United Engine Corporation joint-stock company (Moscow) for the purpose of project implementation on development and the organization of serial production of the Il-114 airplane and the engine for it, the project of deep upgrade of the Il-96 airplane and the project of creation of the perspective engine of big draft PD-35 are performed according to decisions of the Government of the Russian Federation in case and within receipt of the income of the federal budget from share dividends of ROSNEFTEGAZ joint-stock company, belonging to the Russian Federation, over the amount 36 038 724, of 0 thousand rubles, and also over the receipts connected with implementation of the block of shares of The Rosneft Oil Company, Belonging to ROSNEFTEGAZ Joint-stock Company. public joint stock company;
6) regarding 3rd Article 13 of the word "in the amount 2 876 660 883, thousand rubles" shall be replaced with words "in the amount 3 726 660 883, 6 thousand rubles";
7) regarding 3rd Article 14 of the word "or 13, 9 billion euros" shall be replaced with words "or 13, 8 billion euros";
8) regarding 1 Article 15 of the word "in the amount 8 000 000, thousand rubles" shall be replaced with words "in the amount 5 500 000, 0 thousand rubles";
9) in Article 17:
a) regarding 3 words "on the amount to 11 962 000, thousand rubles" shall be replaced with words "on the amount to 5 018 000, 0 thousand rubles";
b) in part 5:

"11. Determine that the "Federal Hydrogeneration Company — RusHydro" public joint stock company according to the decision of the Government of the Russian Federation has the right to use means of unused fee in the authorized capital of the RusHydro open joint stock company performed according to:
1) part 6 of article 25 of the Federal Law of November 24, 2008 No. 204-FZ "About the federal budget for 2009 and for planning period of 2010 and 2011" on completion of construction of coastal spillway of Sayano-Shushenskaya hydroelectric power station, for the purpose of project implementation "The PS expansion of 220 kV Maya and construction of calling of the power transmission line of Megino-Kangalassky district of the Republic of Sakha (Yakutia) for accession to power networks of PJSC FGC UES of electroinstallations of PJSC Yakutskenergo, the Republic of Sakha (Yakutia)" in the amount of 241 898, 00 thousand rubles and the investment project "Construction of Ust-Srednekansky Hydroelectric Power Station on the River Kolyma (Magadan Region)" in the amount of the 235th 036, 68 thousand rubles by contributing to the authorized capital of Ust-Srednekansky Hydroelectric Power Station joint-stock company;
2) Item 2 of part 1 of article 12 of the Federal Law of November 24, 2008 No. 204-FZ "About the federal budget for 2009 and for planning period of 2010 and 2011" on implementation of the complex investment project "Development of the Project Documentation for Implementation of the Investment Project "Complex Development of South Yakutia", for the purpose of Implementation of the Investment Project "Construction of Ust-Srednekansky Hydroelectric Power Station on the River Kolyma (Magadan Region)" in the amount of the 422nd 369, 48 Thousand Rubles by Contributing to the Authorized Capital of Ust-Srednekansky Hydroelectric Power Station Joint-stock Company.";
d) in part 13 of the word "in the amount of the 360th 241, thousand rubles" shall be replaced with words "in the amount of the 342nd 517, 45 thousand rubles";
e) add with part 16 of the following content:
"16. Determine that according to the decision of the Government of the Russian Federation means of the Reserve fund in the amount up to 705 000 000, of 0 thousand rubles can go for substitution of the income of the federal budget which is not arriving in course of execution of the federal budget in 2016 (except for the oil and gas income of the federal budget) and sources of financing of federal budget deficit.";
e) add with part 17 of the following content:
"17. In case of alienation in 2016 by ROSNEFTEGAZ joint-stock company of shares of The Rosneft Oil Company All Amount of the Means Received by ROSNEFTEGAZ Joint-stock Company from Sale of the Specified Shares Is Subject to Transfer by ROSNEFTEGAZ Joint-stock Company in 2016 in the Federal Budget on account of Dividend Payout according to Shares of ROSNEFTEGAZ Joint-stock Company in 2017 following the results of 2016. public joint stock company;
