About the measures directed to settlement of debt of the heatsupplying and heatgenerating organizations and the companies of centralized water supply and water disposal

Section I General provisions

Article 1. Determination of terms

1. In this Law the following basic concepts are used:

settlement - calculations for debt repayment, the procedures of settlement of debt which are carried out at the expense of the government budget by participants;

the agreement on the organization of settlement - the agreement which is signed by participants of the procedure of settlement of debt for debt repayment and is the basis for carrying out settlement according to this Law;

debt which is subject to settlement according to this Law (further - debt) (such accounts payable, in particular, joins debt on which the judgment on collection is made or the voluntary settlement is approved):

accounts payable of the heatsupplying and heatgenerating organizations before the supplier of natural gas, suppliers of other energy carriers, operators of gas-distribution systems, the operator of gas-transport system and person who performed functions of the operator of gas-transport system till December 31, 2019 inclusive for the consumed natural gas and other energy carriers used for production of heat and electrical energy (including according to purchase and sale agreements of natural gas for own needs which was used only for production of heat and electrical energy), provision of services on centralized heating and centralized supply of hot water, delivery services of heat energy and supply of hot water (including in case of replacement of the party in the obligation and/or in case of legal succession), and also services in its distribution and transportation;
