About amateur and folk arts of Turkmenistan
This Law determines legal, economic and organizational basis of revival, preserving, development and support of amateur and folk arts of Turkmenistan.
For the purposes of this Law the following basic concepts are applied:
1) amateur and folk arts – historically created type of activity connected with creation of the products reflecting original art traditions of the people of Turkmenistan;
2) product of amateur and folk arts – the art product of utilitarian and (or) decorative appointment made according to original art traditions of the people of Turkmenistan;
3) the master of amateur and folk arts – physical person which creates certain products of amateur and folk arts.
1. The legislation of Turkmenistan on amateur and folk arts is based on the Constitution of Turkmenistan and consists of this Law and other regulatory legal acts of Turkmenistan.
2. If the international treaty of Turkmenistan establishes other rules than containing in this Law, then rules of the international treaty are applied.
The main directions of state policy in the field of amateur and folk arts are:
1) determination and realization of legislative and organizational measures on the state support of amateur and folk arts;
2) adoption of state programs on revival, preserving, development and support of amateur and folk arts;
3) provision of opportunities of use of necessary material and information resources by physical persons and legal entities, and also scientific and technical developments and technologies during creation of products of amateur and folk arts;
4) the organization of preparation and advanced training of personnel in the field of amateur and folk arts;
